Transforming Bengaluru Together:
Partnership Opportunities for CSR and Philanthropy

Introduction

Greater Bangalore Authority (GBA) is delighted to launch a new program that will standardise Public-Private Partnership (PPP) protocols for projects supported by CSR and philanthropic funds. The objective is to better align private and philanthropic funding with city priorities, optimise resource use, and make the partnership process more transparent and predictable. This program seeks to create new opportunities for companies and philanthropies to co-create impactful projects, invite fresh partnerships around the city's priority areas, and empower private funders to contribute meaningfully to creating safe, inclusive and resilient urban infrastructure for Bengaluru.

 

The types of projects currently eligible under the program include, but are not limited to:

  • Transportation spaces - junctions, pedestrian overpass/underpass, bus stops, metro access areas, and improving road safety

  • Infrastructure buffer spaces - areas under high tension wires, green-blue edges around lakes, parks and storm water drains, spaces beneath the flyover spaces and metro lines

  • Multi-functional streets - connector (first and last mile) streets, food streets, & market streets, conservancy lanes, and school access zones

  • Congregation/public spaces - residential leisure spaces, lakes, parks*, playgrounds and urban village squares

How to get involved

Companies with CSR funds and Philanthropies may choose to support one or more of the following aspects of a project — Design, Implementation, and Maintenance, or a combination of the same. The following defines each of these project aspects and the considerations for private funders:

  • You may support the preparation of a ‘Detailed Project Report’ (DPR) that includes designs developed through on-ground assessments of user needs and infrastructure quality, and stakeholder consultations.

     

    • You may assign the agency directly for the preparation of the DPR, ensuring that the agency has adequate technical skills and experience, such as an urban designer for a street design or junction design project.

    • All designs will need to comply with relevant Standards of Practice (SoPs) and guideline documents (e.g., IRC, Namma Raste Kaipidi) developed, adopted and published on the website of the GBA for each project type.

    • The final DPR will need to be approved by the respective Corporation to ensure that it effectively addresses the challenges it seeks to resolve and is contextually relevant.

  • You may support the execution of the project on the ground, in coordination with the respective Corporation. The design for implementation may be provided by the Corporation or be supported by you, as long as it is vetted by the respective corporation.

     

    • You may assign the contractor for implementation, ensuring that the agency has the relevant experience in implementing the project taken up. You may also assign a project management agency/consultant for direct engagement with the respective Corporation.

     

    • A comprehensive ‘Execution Plan’ will need to be prepared by you and approved by the respective Corporation and the required parastatal agencies before initiation, to ensure smooth implementation.

     

    • Implementation will need to adhere to all relevant SOPs, particularly regarding public safety and quality control protocols.

  • You may support the maintenance of projects that are either implemented by GBA or Corporations or as an extension to the projects they have implemented.

     

    • You will need to keep the place clean, secure, landscaped, and painting, upkeep of amenities, ongoing community engagement, and programming/activation of public spaces.

     

    • Maintenance will need to be taken up for a period of two years, renewable based on performance review.

Models for partnership and engagement

There are 4 models that can be followed by a CSR/Philanthropy for funding a project. 

Model 1: Supporting maintenance - The Private funder supports maintenance, while the Corporation supports design and implementation. This is applicable only if the funds for design and implementation are already available from the corporation / government or if those works have already been executed on the ground.

 

Model 2: Supporting design - The Private funder supports design, while the Corporation supports implementation and maintenance. This is applicable only if the funding for implementation is already approved by the Corporation.

 

Model 3: Supporting design and implementation - The Private funder supports design and implementation. This is applicable provided there is agreement for maintenance to be taken care of by the Corporation, another assigned agency or deemed unnecessary for the respective project.

 

Model 4: Supporting the complete project - The Private funder supports design, implementation, and maintenance. This is applicable if there is no prior approved design or implementation on the site.

Application and review process

We invite you to send a letter of interest via the form on the GBA website. You may select a priority project published on the GBA website, or propose a project of your interest. In case you do not have a specific project or scope in mind, you can still fill out the form and explore potential areas for partnership. The form will request the following information:

 

  • Name of private funder

  • Type of private funder - Company / Philanthropy

  • How would you like to partner with your Corporation?

  • Identified project or site and address (if known)

  • The proposed model of engagement (if known)

  • Proposed amount to be invested (if known)

Upon receipt of the expression of interest, within 10 days, the respective Corporation will invite you to a meeting to explore the potential scope of engagement. In case this meeting does not take place, you may directly contact the Corporation Commissioner. Upon confirmation of the scope of engagement, an MoU will be signed between you and the corporation where the site is located. All further coordination after signing of the MoU will be with the Corporation.

Support from GBA and Corporation(s)

  • GBA will provide a Standard MoU that clearly sets forth the scope, roles, and responsibilities of all stakeholders involved.

  • The Corporation will provide all the required guidance for review and compliance of designs in the ‘Detailed Project Report’, ‘Execution plan’, ‘Detailed scope of maintenance’, as well as access to any available data necessary for the identified sites.

  • The CSR cell at GBA under the chairpersonship of CE, Planning & Co-ordination will hold periodic review meetings to discuss project approvals and new project requests

  • The CSR cell at GBA will serve as a single point of contact for coordinating proposals for corporates looking to adopt projects across multiple locations across corporations

  • The final approval of ‘Detailed Project Report’, ‘Execution plan’, and ‘Detailed scope of maintenance’, will be done by the Corporation.

  • The corporation will provide support in the form of any required approvals and clearances from any government agencies to facilitate the agreed work.

  • Corporations will publicly acknowledge your contribution as part of a physical public information signage* at any one location at the site and will be in dual language - Kannada and English, indicating all the relevant information, such as - Ownership of the site (logo and name), Designed by, Maintained by, Funded by, Duration of maintenance, Contact number for the public to use in case of maintenance issues. The CSR funding agency shall not use the project or asset for any commercial advertisement, branding, or promotional activity.

  • In case you are supporting maintenance works, Corporations also authorizes you to put up an aesthetically appearing signage (physical signage, no backlit or electronics) stating the name of the maintenance agency and the name of the Private Funder, (every 30 m with a maximum size of 2 sqft)*, ensuring it doesn't cause visual clutter. Corporation shall not charge any form of Advertisement Fee from IRT or Donor Organisation for the same.

* (The size, design, and placement of the signage shall be subject to approval from the City Corporation. No hoardings, banners, illuminated, digital, or revenue-generating advertisements shall be allowed. Any violation shall be treated as a breach of the MoU).
