Importance of the site
1. Site Overview and Background
Two adjacent pocket parks have been identified near the BSNL Office in HBR Layout for revitalization under the public space improvement campaign.
• Main Park Dimensions: Approximately 100m x 80m = 8,000 sqm
• Adjacent Park Dimensions: Approximately 50m x 40m = 2,000 sqm
Both parks are partially developed and currently underutilized, though some community activity is visible. The main park includes children’s play equipment that is partly broken and unsafe. Sitting areas exist but are poorly maintained. The presence of abandoned vehicles and frequent anti-social activities poses a safety concern. The parks lack inclusive access for the elderly and persons with disabilities.
Despite these issues, the parks benefit from existing tree cover, walkable access from residences, and potential for becoming vibrant community-centered green spaces.
Proposed idea / vision:
2. Vision Statement
To transform the two adjacent parks near BSNL Office, HBR Layout, into safe, inclusive, and multi-generational neighborhood parks — promoting play, rest, community interaction, and green space access for children, senior citizens, persons with disabilities, and the larger neighborhood.
3. Objectives
• Ensure child-safe and elderly-friendly park infrastructure.
• Improve park usability through landscaping, accessibility, and safety measures.
• Encourage healthy community engagement through the creation of a community gathering node.
• Promote inclusion by integrating universal design standards and enabling access for all.
• Deter encroachment and anti-social behavior through proper activation and maintenance.
4. Proposed Interventions
A. Child & Senior Friendly Infrastructure
• Replace or restore broken play equipment with certified, child-safe structures.
• Create a senior citizens’ zone with shaded seating, walking loops, and reflexology paths.
• Install rubberized or soft flooring in play areas to prevent injuries.
B. Accessibility and Inclusive Design
• Construct ramp-based park entrances, accessible toilets, and level paths.
• Use tactile paving, braille signage, and wheelchair-friendly seating.
• Improve visibility and lighting using solar-powered garden lamps.
C. Community Activation and Safety
• Establish a Community Gathering Pavilion or shaded pergola for meetings, storytelling, and yoga sessions.
• Install security lighting, CCTV cameras, and clear fencing/boundaries to increase safety.
• Engage local schools and youth groups to paint murals on park walls to build community pride.
D. Park Clean-Up and Space Reclamation
• Remove all abandoned vehicles in both parks in coordination with traffic police and BBMP.
• Designate defined vendor zones near the entry/exit to reduce informal vending inside the park.
• Conduct a one-time deep clean drive with local volunteers and BBMP support.
E. Landscaping and Greening
• Retain and nurture existing tree cover.
• Add low-maintenance native shrubs, flowering plants, and perimeter green screens.
• Create a butterfly garden corner or a mini edible garden to engage children and elderly.
5. Expected Outcomes
• A safe, welcoming, and fully functional neighborhood park accessible to all ages and abilities.
• Improved community health, well-being, and social interaction.
• Reduction in anti-social behavior through better lighting and active use.
• Reclaimed and protected public space that reflects the collective ownership of the community.
6. ESAF’s Involvement
ESAF Foundation can take the lead in preparing the comprehensive revitalization plan, including design concepts, community engagement strategy, and implementation support. ESAF will also facilitate:
• Community mapping and consultations
• Organizing clean-up drives and awareness campaigns
• Capacity building workshops for park stewardship
• Coordination with BBMP and resident associations for maintenance and oversight
7. Conclusion
These adjacent parks in HBR Layout offer a valuable opportunity to create inclusive, safe, and climate-responsive green spaces in the heart of an urban neighborhood. Through collaborative planning, design, and local stewardship, the parks can be transformed into active, resilient community assets that support play, rest, and sustainable urban living.
